When Bessent went to Kyiv, Zelenskyy was "not interested" in signing the agreement, as stated by Bessent.
I'm here to demonstrate that there’s complete unity between the American people and the Ukrainian people, as well as between their respective leaders," Bessent told Zelenskyy. "I mentioned, 'You've created an opening as wide as the Grand Canyon. How do we explain this to those folks?'

Bessent further stated that Zelenskyy had committed to signing the agreement at the Munich Security Conference, though he failed to do so in the end.
He further claimed that Ukrainian officials "pleaded for a White House meeting," yet when Zelenskyy reached the Oval Office, he "ruined something that should have been incredibly straightforward."
Bessent also proposed that Zelenskyy is receiving poor advice from people within his close circle.
"If we look at the agreement regarding Ukrainian minerals, one major aspect was that it ensured the funds would be distributed to both the American people and the Ukrainian population," Bessent stated.
